Nowy Sącz elders declare against Marshal Marek Chaimowicz and Kraków--Sandomierz land elders for breaking the agreement between the parties concluded during the land congress in Dąbrowa Tarnowska (1746). According to this agreement, the Nowy Sącz community should pay annually no more than 1,300 zlotys in one unit of account (the so-called komput paid for the annual poll-tax amount) together with the Bobowa community 160 zlotys and Nowy Sącz elders could allow land elders to collect taxes directly from the Bobowa community bypassing the community of Nowy Sącz. After two years, the land elders, breaking this agreement, ordered the Nowy Sącz community to pay 2,000 zlotys to the quarter tax treasury, and the latter, refusing, turned to Stanisław Lubomirski, the Crown steward and the starost of Nowy Sącz. The Nowy Sącz kahal sent its plenipotentiaries to the land congress to Stopnica (1754), but the elders of the land delayed the congress, exposing delegates to the accommodation costs of 80 zlotys and forcing them to leave. Thanks to the efforts of Józef Michałowicz Bunel, a Nowy Sącz elder who was the only one to remain at the regional council, another agreement was concluded, according to which the Nowy Sącz kahal would be obliged to pay 10 units of account (komputy) of 150 zlotys each annually and would be released from paying additional sums by land elders. However, this agreement was not kept either, because they were required to pay more than 20 units of account.
